Description: sometimes when i try to download an addon, i can't scroll through the permission pop up window, and because of that i can't access the button that allows me to download the add on.

This is a legit bug, unrelated to what was mentioned in comment 3 or comment 4. webcompat has been disabled entirely in fenix by bug 1944364, which obviously didn't intend to disable webcompat (only the reporter should have been disabled).
